The Parents' Association of Pre-school Handicapped Children was founded in 1986 by a group of passionate parents to present their views to the Government on the severe shortage of services for pre-school children with disabilities. In February 1987, the concerned group was registered as a non-profit making organization, and its registration was changed to limited company in 2001. The Association has over 1600 members

(one family as one member), and it is now a member of the Hong Kong Council of Social Service. In 1993, the Association was awarded the "Outstanding Rehabilitation Self-help Organization 1993".

Since its establishment, the Association continues to concern and advocate for the welfare of persons with disabilities and their families. Our service is presently extended to handicapped persons at all age groups with special and unique attention on parents of newly identified children with disabilities.

Our members are divided into 10 districts, every district has it's own working group which is operated by parents in a voluntary basis. Also, we have formed various supporting groups which concern specific focus or targets such as newly identified children with disabilities, autistic persons, transportation need of people with physical disability etc. These groups will organize different activities, so as to build up cohesiveness among the families, foster growth of our disabled children, and to promote mutual help among parents.

Volunteers and families of disabled children are welcome to join us and help us in sustain the momentum and growth of our Association.
